Description
As a result of the activities of UNRWA Health Centers in Jordan, the hazardous Bio-medical waste shall be transported and treated in accordance with the instructions of the Department of Medical Waste Management No. 1/2001 issued by the Ministry of Health (Jordan) and related environmental legislation (the Environment Law No. (52) for the year 2006 and the Hazardous Waste Management and Handling Regulations of 2003 issued by the Jordan Ministry of Environment (Appendix 1). The Waste Management Framework Law No.16 of 2020 The purpose of this Terms of Reference (ToR) is to engage a specialized contractor(s) to provide com-prehensive services for the safe and compliant collection, transportation, treatment, and disposal of hazardous bio-medical waste generated by UNRWA’s 25 Health Centres in Jordan. The selected con-tractor(s) will ensure that all activities are performed in full compliance with the relevant Jordanian regulations and environmental laws, thereby safeguarding public health and the environment. 3. OBJECTIVES A. Ensure Regulatory Compliance: Adhere to the Department of Medical Waste Man-agement No. 1/2001, the Environment Law No. (52) of 2006, and the Hazardous Waste Management and Handling Regulations of 2003, as mandated by the Jordanian Ministry of Health and Ministry of Environment. B. Establish a Reliable Waste Management System: Implement a structured and efficient system for the regular collection (once or twice a week), transportation, treatment, and final disposal of bio-medical waste to prevent any risks associated with im-proper handling. C. Promote Environmental and Public Health Safety: Minimize the environmental and health hazards linked to bio-medical waste by ensuring proper containment, sterilization, and disposal through authorized and environmentally sound methods. D. Enhance Operational Efficiency: Streamline the waste management process to support UNRWA Health Centres in Jordan, ensuring uninterrupted healthcare services while maintaining a safe and hygienic working environment. E. Mitigate Risks and Liabilities: Reduce legal, reputational, and operational risks associated with non-compliance or improper waste disposal by engaging a contractor with expertise in hazardous waste management.
