Opportunity to Manage Bristol's Demand Pool Service.
Bristol City Council invites bids for the role of Demand Pool Manager as part of its innovative Sleeved Pool initiative.
The Sleeved Pool connects renewable electricity generators to customers. This initiative aims to supply locally generated, zero-carbon electricity to demand customers while protecting them from market volatility. The arrangement has two parts:
Generation Pool - Collects locally produced renewable electricity to create a supply of zero-carbon power. A Generation Pool Manager (GPM) runs this pool, ensuring a steady energy supply for the next stage.
Demand Pool - Provides electricity to customers using the zero-carbon supply from the Generation Pool. If needed, it adds extra electricity from the grid, which must be REGO-certified. A Demand Pool Manager (DPM) oversees this pool, managing a basket of demand customers.
The Demand Pool Manager will play a crucial role in managing the electricity supply for a group of customers, ensuring efficient electricity supply, billing, and compliance with energy regulations.
Key Responsibilities:
• Electricity Supply Management - Oversee supply contracts and ensure demand is met primarily through zero-carbon baseload electricity from the Generation pool, supplemented by REGO-backed grid top-ups where needed.
• Billing & Customer Management - Administer billing, payments, and debt collection while maintaining strong relationships with customers.
• Tariff Setting - Establish equitable tariff structures that cover procurement, fees, and regulatory costs, including Time of Use pricing options.
• Grid Balancing & Compliance - Manage balancing obligations, network charges, and environmental levies, including support for registration and administration of levy-exempt generation
• Demand Side Response (DSR) Support - Facilitate DSR participation and optimise energy usage for peak and off-peak periods.
Who Should Apply?
We seek experienced energy service providers with a strong track record in managing a basket of demand customers and willing to engage with novel supply arrangements.
The successful bidder will enter into a Grid Trade Master Agreement or similar arrangement with the Generation Pool Manager.
