Brief Description of Requirement
The UK Space Agency is seeking to procure specialist services to augment internal capability in developing and delivering high-profile space Research and Development Business Cases.
As an Executive Agency, UKSA's follows Treasury and departmental Business Case processes for making investment decisions on programmes and projects. This process is outlined in the Treasury guidance , with implementation and delegations defined in detail by DSIT. The Agency seeks departmental assurance for projects or programmes with a value greater than £40million, or with a whole life cost that goes beyond next spending review through approved comprehensive business cases. Timely preparation of high-quality, evidence-based business cases is a key enabler of the Agency's delivery priorities and a focus for the Agency Board.
Until this financial year the preparation of business cases, across all five separate chapters or cases required by Treasury guidance, was conducted by internal Agency staff. We are now seeking external partners to author key analytical sections of our space programme business cases. We are seeking a supplier to prepare economic case(s) and other analytical elements of larger (£40m+) business cases, or with a whole life cost that goes beyond the next spending review which are likely to face DSIT and Treasury scrutiny. This will involve working closely with Agency or DSIT programme leaders, policy makers, analysts and other stakeholders to develop and evaluate different delivery options.

This contract will be awarded based on the evaluation criteria as set out in the ITQ document.
