The United Nations Office for Project Services , Horn of Africa Multi country office (hereinafter referred to as UNOPS HAMCO) is pleased to invite competent Bidders to submit their respective competitive Bids for the Procurement of Oxygen Concentrator for Ambulances of Ministry of Health (MoH) Addis Ababa, Ethiopia in accordance with the UNOPS General Conditions of Contract and “Schedule of Requirements” herein uploaded under file Section II_Schedule of Requirements.

New clarification added: Dear Bidders,Greetings!We have received below clarification question from interested bidder and clarified accordingly .Bidder's Clarification request:We have reviewed the tender specifications for the portable oxygen concentrator, and we would like to request some clarifications, as certain requirements appear to be technically unfeasible.Specifically:There is no portable device currently available that operates on battery and delivers up to 5LPM continuous flow.No such device exists that meets the specifications for use in ambulances.No portable oxygen concentrator provides continuous flow and weighs ≤3kg.A portable device with a lockable flowmeter is not available, as flowmeters are not typically used on portable units.Using a humidifier in an ambulance poses a risk, as liquid could spill over the unit and cause damage.A battery small enough to keep the unit under 3kg while lasting 5 hours has not yet been developed.Given these constraints, we kindly request that the specifications be reconsidered to align with currently available technology. We are a medical equipment supplier to the Brunei Ministry of Health and have also assisted the Brunei government in donating, supplying, and transporting oxygen concentrators to Indonesia. Regarding your purchase requirements for oxygen concentrators, may I have a production demand discussion with you?What you need to purchase is a portable oxygen concentrator with a weight requirement of less than 3 kg. Currently, only pulse oxygen concentrators in global technology can meet this weight requirement. Your procurement request indicates that the equipment needs to be used in emergency vehicles, and the pulse oxygen generator produces oxygen by sensing the user's breathing, which is not suitable for use in emergency vehicles. Because patients on the ambulance may have weak or even stopped breathing, pulse oxygen concentrators are not suitable. So we would like to suggest:If used in an ambulance, we recommend the 5L DC medical oxygen concentrator, which is price friendly. But the 5L DC medical oxygen concentrator needs to be plugged in, and the ambulance needs to be able to supply power(As far as I know, most ambulances have power supply capability). The oxygen concentration can reach 93% ± 3%, and the weight of the equipment is about 14.5kg. If not used in an ambulance, although a pulse oxygen generator can be used, it requires patients to have strong ability to breathe independently, and the price is much more expensive than a DC oxygen generator. If the demand is stationary 5Liter oxygen concentrator, then there is no such unit in the world till now can have battery and with such light weight. 2. If the demand is pulse flow 5 setting which equal to continual flow 5Liter, then the portable oxygen concentrator can meet the demand. weight is ok and battery is ok too. 3. If the demand is transportable oxygen concentrator, then usually the continual flow is about 2liter, and pulse flow can equal to 9Liter or even higher.
