New clarification added: Dear bidders,Kindly find the below received request/s for clarification with responses:Question 1: When is the work scheduled to begin?Response: The expected plan is to initiate the works within one week after contact signature which is expected to be signed in April.Question 2: In the cost estimate, it is stated that the presence of an engineer is required for 110 days, please confirm the statement?Response: Key personnel are required to be full time hired. The mentioned 110 days is for the expected number of working days covering the contact timelineQuestion 3: What if the contractor does not finish the work within the stipulated period?Response: This will be processed and dealt with on the due time if it happens. UNOPS internal procedures of contract amendment may be invoked.Question 4: Who ensures the safety of the engineers considering the current situation in Yemen?Response: The consultant will be responsible for its own team safety and security. Also the consultant is required to satisfy the requirements of the insurance as stipulated in the RFQ documents.    Question 5: Can one specialist perform multiple functions in a project if he has the competence for it, for example an engineer with a HSSE Specialist diploma?Response: Separate key personnel/ person is required for each position. Question 6: the price of 7,500,000 is expressed in USD and this is the estimated price of the performance of works or supervision?Response: If you refer to the figure “7,520,000” mentioned under “SECTION VI: RETURNABLE SCHEDULES >> Instructions for completing the returnable Schedules” Please note that this is only for example showing how to fill the returnable schedules.Question 7: Could you please move the deadline because we are waiting answers to our questionsResponse: Deadline has been extended. Please refer to Amendment 1Question 8: Can a project manager who speaks English if he does not know Arabic hire a translator for communication in Arabic? The translator would be present throughout the duration of the contract. Do you acceptResponse: Key personnel must be present in the site as such speaking Arabic is one of the essential skills for all key personnel for communication with other stakeholders’ representatives.Question 9: is it possible to block Performance security details 5% of the contract amount in the payment rather than Bank Guarantee ?Response: A bank guarantee for performance is required for this service contract.Question 10: If the proposed expert in the offer changes company/has health problems/is disabled before the start of the job, can he be replaced with an expert with the same or better competencies?Response: Response: In case of force majeure situation the contractor should submit the reasons for change and the proposed key personnel replacement equal or higher qualifications than the key personnel will be replaced for UNOPS review. This shall be contingent UNOPS approval.Question 11: This tender was posted on March 19, 2025 with a deadline of March 25, 2025, i.e. less than a week...!However, given that we are presently in the Holy month of Ramadan, it is not possible to meet the present deadline for submission of tenders, and we, therefore, kindly request that the deadline be extended by at least 2-3 weeks. i.e. until after Eid Al Fitr.Response: Deadline has been extended. Please refer to Amendment 1Question 12: According to TOR item 12 (PRICE AND SCHEDULE OF PAYMENTS ) The contract price will not be increased due to delays in the implementation of works. If the scope of works is being increased by the Employer, an amendment to the contract will be negotiated. .If the delay is caused by the contractor's failure to perform tasks according to the schedule , does the consultant's contract not inrease ? please clarifyResponse: This will be processed and dealt with on the due time if it happens.
