Description
The successful contractor will be required to provide all resources for a managed workforce passenger service encapsulating all requirements in the provision. The key deliverables are the provision of a fully managed workforce passenger transport service meeting all defined service requirements of a cannot fail transport service and conducting these in line with operator statutory licensing.
SZC will procure all vehicle assets throughout the project lifecycle and the successful contractor will fully maintain the fleet on SZC's behalf. In addition, SZC will secure a property suitable for maintaining the vehicles and undertake the required compliance and fit out works to make it fit for purpose.
The strategy for the procurement route to supply low carbon hydrogen to fuel the buses is still being determined. The ITT will request bidders detail the cost differential for all four fuel types such that if SZC wanted to adopt a hybrid solution then the costs for this can be understood.
The workforce passenger services main contract package summarised will comprise of the following requirements.
Passenger Service - Bus Operations
SZC will provide a range of direct bus services to the main development site from key locations where there are concentrations of workers. Commencing in 2024, SZC will construct two park and ride facilities to support the construction phase of the Sizewell C Project. The Northern Park and Ride facility is to be located at Darsham and the Southern Park and Ride facility is to be located at Wickham Market. There are 1,250 proposed car parking spaces at both the northern and southern park and ride facilities. Both facilities are currently planned to be in operation by Q3 2026.
The appointed contractor will be required to operate a series of bus services and when reaching peak operational requirements, these will run 24 hours daily and 7 days per week as outlined below.
Park and Ride and Campus Sites - In this system a worker embarks on a bus at a single point of departure, travels directly to SZC main site, disembarks at the site perimeter, passes through security, embarks on an internal bus, and is finally dropped off at the place of work/contractor's compound.
Park & Ride Secure - In this system, operated from specific locations, workers will pass through security before embarking on buses that will deliver workers directly to their welfare/place of work on site.
Direct - The direct service will operate in a conventional way in that the bus will drop-off/pick-up at several different points to deliver workers to the SZC main site. Staff will then pass through security and, as per the process above, embark on an internal bus to deliver them to their place of work.
Internal Buses - The appointed contractor will be responsible for also providing a bus service on the internal SZC site circuit to use in conjunction with the park and ride sites and direct services.
