North Yorkshire Council is launching this Soft Market Testing Exercise to inform future proposals for undeveloped land at Scarborough's North Bay and the Alpamare Waterpark.
While there is a clear set of objectives for the sites, the Council remains open to a range of options that might best enable the achievement of these objectives, and to what the most appropriate delivery model might be. The ambition for a cohesive, co-development of the whole of the North Bay site lends itself well to a master developer approach but the Council also welcomes consideration of how the site could be divided up into individual development packages.
The continued operation of the waterpark is a significant feature in the economic success of the North Bay and will continue to be for the long term, in line with the Council's objectives. The Council would like to understand the potential interest in the site in isolation as well as additional opportunities that might be presented if it is considered alongside other sites.
The Council has issued a Request for Information (RFI) to understand the market's interest in taking forward these sites in line with the Council's objectives, their potential uses and how they could be packaged together or delivered individually.
The Council recognises all the benefits that developing the North Bay sites can bring and therefore views this project as a priority opportunity and is keen to progress at pace. The approach set out in this Brief has been fully endorsed by the Council's Executive in February 2025.
