Plymouth City Council ("The Council") is currently working on a project to replace its existing Real Time Passenger Information (RTPI) and Bus Traffic Light Priority (BTLP) system.
The Council is keen to gain an up-to-date insight from the market and is therefore conducting early market engagement through a Supplier Engagement Day to explore business, technological and innovative solutions that are available. In addition, this will allow The Council to gauge the level of market interest, align its requirements with the products and services that are available, and on what terms solutions can be delivered.
The Supplier Engagement Day will be hosted at Plymouth City Council Offices, Ballard House, West Hoe Road, Plymouth, PL1 3BJ on Thursday, 20th March 2025.
A total of 4 (four) supplier time slots are available, which will be allocated by the Council on a first registration basis via the Councils Procurement Portal messaging facility for this opportunity.
Any registered suppliers that are unsuccessful obtaining a time slot will not be excluded from any resulting procurement process and will be provided notes from each session following the supplier engagement day. This information will also form part of the procurement documents for the upcoming procurement opportunity.

Option 1 - Attend in person (limited to 2 attendees, others may join via Teams call).
Option 2 - Virtual Attendance via Teams Call (No limitation on attendees).
Suppliers attending in person will have 30 minutes to set up, 60 minutes to present and then 30 minutes to leave the meeting room. Suppliers opting to join via Teams call only will have 60 minutes to present. During the 60 minutes of presenting for both options the supplier will follow the agenda presented below:

• Live system status monitoring
• Fault management system
• Smartphone RTPI audio announcements triggered via Bluetooth for visually and other mobility impaired groups.
• Migrating existing displays across to new RTPI platform
• Decommissioning of old RTPI displays
It is envisaged that any resulting Contract will include but not be limited to, the provision, installation, maintenance of a Bus Real Time Passenger Information (BRTPI) and Bus Traffic Light Priority (BTLP) system.
It is envisaged the new contract will be awarded to a single provider or consortium, for a total of 7 years. The first 5 years of the contract will be guaranteed, and the remaining 2 years will be 1-year extensions, which will be awarded based on suppliers' performance during their first 5 years of the contract. KPIs set out in the contract will be used to monitoring the supplier's performance.
This Prior Information Notice (PIN) is an indication of potential future procurement activity only and is subject to change. The PIN, Supplier Engagement Day sessions form no part of any pre-qualification or selection process and imply no commercial commitment by The Council. The Council reserves the right to seek further information from some or all suppliers that respond to the Supplier Engagement Day.
Additional procurement notices may be issued as appropriate, for specific procurement activities relating to the Bus Real Time Passenger Information (BRTPI) and Bus Traffic Light Priority (BTLP) system.
