Introduction
Firm/Organization to review and support formulation of the Decree on Extended Producer Responsibility delivering benefit to the informal sector.
The objective of this assignment is to support the development of a dedicated Decree on Extended Producer Responsibility (EPR), covering key areas including:
1. - Financial mechanisms for waste treatment and recycling activities.
2. - Technical and professional regulations to guide implementation.
3. - Governance and institutional framework to ensure effective coordination and enforcement.
4. - Inspection, monitoring, and auditing to enhance compliance and accountability.
A key requirement of this assignment is the mainstreaming of gender considerations and support for the informal sector throughout the formulation process, with the aim of incorporating relevant provisions into the Decree where feasible. Comprehensive stakeholder consultations, including at least one in-depth workshop, will be conducted to refine the draft before finalization and submission.
