New clarification added: Questions: Dear UNOPS team,Having reviewed the RFP, I have several questions regarding this bid.1) It is not clear from the bid documents whether it is possible for individual(s) to apply, or whether the application must come from an established company. For instance, the bid requires a statement of the Bidder's Gender Action Plan and details of the Bidder's Firm, including whether it is registered under the laws of the country (and a request is also made for details of registration). Please clarify in the circumstances whether an individual consultant may be deemed 'an association with legal capacity to enter into a binding Contract with UNOPS' as stated in Section 1: Instructions to Bidder.2) The nature of this evaluation suggests that it would be beneficial to carry out face-to-face consultations and interviews with both implementing partners and beneficiaries. While it is understood that it will not be possible to travel to Myanmar, it is not clear whether some of the eight grants that will be assessed have been made to groups based in Thailand, and where these groups are located. Would it be possible to have additional information on this point to assist in making a realistic proposal for field visits in Thailand to carry out interviews and/or focus group discussions?Thank you.UNOPS Answers:1) An individual can only submit a bid if they meet the eligibility requirements, i.e. they are legally registered as a firm to perform such services. 2) Travel to Myanmar is not essential for this assingment, and may not be viable. Face to face interviews in Thailand would be highly beneficial to the review.

New clarification added: Questions:Dear Sir/Madam,Having reviewed the RFP, we would like to ask for your clarification of the following:1) Would you be open to a more flexible interpretation of the team requirements, whereby the five years of experience in the Myanmar context is covered by the team as a whole rather than within the experience of the Team Leader only? Our experience is that very strong evaluators of the calibre required to lead an evaluation of this nature tend to have broader knowledge gained through experience in multiple countries rather than focussed only in a specific context.2) Would you have a preference for the number of team members to be involved in the assignment?3) Do you have a budget in mind for the number of days to be provided by the team as a whole?4) Should team members have capacity to travel to Myanmar, would this be considered beneficial for the assignment?Thank you in advance for your response.Kind regards, UNOPS Answers: 1) We will prioritise a strong contextual understanding, this is critical to undertake this review. We can apply some flexibility to the team lead, if there is signficant demonstrable Myanmar experience elsewhere in the team. 2) We would anticipate a team of 2 to 3 members, one of whom speaks Burmese.3) Disclosing the budget is not allowable.4) Travel to Myanmar is not essential for this assingment, and may not be viable.
