To establish a West of England Digital Inclusion programme which will provide the framework to overcoming barriers to digital inclusion in the region through three separate phases of work. This commission is for the phase 1 work.
Phase 1 will be a discovery phase to establish a snapshot picture of what digital exclusion looks like in the West of England region. The purpose is to discover what support exists already, what services deliver digital inclusion support in the region, who the key stakeholders are and whether there are any gaps in provision. The output will be a report of findings and a short presentation to relevant stakeholders. This is a wide topic and therefore we do not expect that this review will be exhaustive, however we require enough detail to understand the broad picture of digital exclusion in the region.
The findings in Phase 1 will inform Phase 2 (engagement, establishing a Digital Inclusion taskforce and development of the Digital Inclusion Action Plan).
Phase 3 is dependent on the previous phases (developing and delivering a pilot project)
