The Clean Cooking Programme supports the implementation of Tanzania’s National Clean Cooking Strategy (2024–2034). The initiative aims to raise public awareness, encourage adoption of clean cooking solutions, and promote sustainable behavioral change. The vendor is required to ensure active consultation with UNCDF and involvement of other stakeholders including the MOE during the awareness campaign.
This TOR focuses on engaging a firm to design and execute effective Community Mobilization and Behavioral Change. The potential firm will be hired mainly to:
a) Mobilize communities to adopt clean cooking solutions by addressing barriers and promoting benefits.
b) Design and disseminate culturally appropriate communication materials for behavioral change.
c) Organize demonstrations and outreach activities at community and national events.
The assignment aims to perform the activities below:
a) Support and compliment government initiatives in line with the National Clean Cooking Strategy (2024-2034), including the implementation of the National Clean Cooking Communication Strategy.
b) Map and engage stakeholders, including government entities (UNCDF, MOE), private sector actors, civil society, communities and the media.
c) Design and execute an intensive cost-efficient programme-wide Community Mobilization and Behavioral Change campaign on clean cooking solutions using multiple communication channels.
d) Behavioral Change Communication Strategy and Community Outreach Plan to foster collaboration among key stakeholders.
e) Conduct a study and report on cultural barriers and perceptions around clean cooking so as to better inform the programme.
f) Develop a behavioral change communication strategy tailored to rural and peri-urban communities.
g) Prepare an implementation plan for grassroots mobilization campaigns.
h) Lead grassroots mobilization activities, including village meetings, public rallies, and demonstrations of clean cooking technologies.
i) Design and disseminate knowledge products (e.g., posters, flyers, videos) for behavioral change.
j) Organize community-level exhibitions and participate in national events such as Saba Saba and Nane Nane.
k) Ensure the active involvement of UNCDF, MOE, and other government entities in the engagements and behavioral change campaign.
l) Evaluate the impact of community mobilization efforts, including adoption rates and behavioral change case studies.
m) Monitor and report campaign progress and reach metrics.
n) Submit a final report summarizing outreach activities, outcomes, and lessons learned.
