New clarification added: Dear Bidders, Please note the below-raised questions and our official responses in connection with the Invitation to Bid, ref. ITB/2024/55070;Supply and Delivery of Biological Items for Nairobi, Kenya and Dar es Salaam,Tanzania.Question Eleven: We require clarification regarding the following points: For automated pipettes (4-channel, 8-channel, 12-channel, and 16-channel), is the required quantity 24 pieces each, totaling 96 pieces?Answer Eleven: The required total quantity is 24 units, including single-channel and 8-channel automated pipettes across three volume ranges (5-20 μL, 20-100 μL, and 100-1000 μL). 12 Single-channel pipettes, 12 Eight-channel pipettes. We are not requesting 4-channel, 12-channel, or 16-channel pipettes. An amendment has been made to the price schedule form and the technical specifications to reflect the Unit of Measurement. The amendment to the technical and financial sheets will be uploaded in the e-sourcing under the Documents tab. All corrections are highlighted in yellow.Question Twelve: For manual pipettes (0.2-2μL micro, 2-20μL, 20-200μL, and 100-1000μL), is the required quantity 9 pieces each, totaling 36 pieces?Answer Twelve: Yes, Since there are four sets of pipettes with varying volumetric requirements, each type requires a quantity of 9, resulting in a total of 36 pieces (9 × 4 = 36). Bidders must submit all required documents for the Main Tender and any Lot they are bidding on. For example, if bidding on Lot 1, all documents for Lot 1 and the Main Tender must be submitted. However, our partner and us are bound by a confidentiality agreement and are unable to disclose client details or past performance records. Kindly confirm whether we can proceed with submission under these circumstances.Answer Seven: Non-manufacturers must submit the UNOPS-provided performance statement, including a client list with the corresponding value of the contracts for the goods/services specified in ITB-2025-55070. As UNOPS is not a manufacturer, there is no risk that any data submitted will be used to compromise any manufacturer's proprietary information.Question Eight: kindly request clarification on whether you require a bid security or a bid performance guarantee. In the document checklist, the heading states "Bid Performance," but the description mentions "Bid Security." Additionally, in the tender particulars, it is mentioned that a bid security is not required.Please confirm which one is needed—bid performance or bid security—and specify the required amount.Answer Eight: The awarded bidder must provide performance security after the contract award, not bid security. However, the heading in the checklist tab is "Performance Security Form." To align with UNOPS' performance requirements, the closest option in the droplist is labeled "Bid Security" for internal identification purposes. This extension will be recorded on e-sourcing through an amendment to the ITB-2025-55070.Question Ten: We request clarification regarding the clause that says "If the consignees of the goods are unable to obtain tax exemptions, UNOPS may require the awarded supplier to settle the applicable taxes on behalf of UNOPS". So at what point will UNOPS reimburse the payment made?- Who will be funding this?Answer Ten: UNOPS will reimburse the awarded supplier once they have settled the taxes on behalf of the consignee, in the event the consignee cannot obtain the exemption. The EU provides funding for this reimbursement. The successful bidder will need to obtain the tax and duty amounts payable from the relevant customs authority, make the necessary payments, and submit the official receipts to UNOPS. UNOPS will then reimburse the bidder for the actual taxes paid and the cost of the delivered goods.This document shall be integral to our official solicitation documents and resultant contract(s). Can you please clarify?Answer Three:The electrophoresis equipment required is of the horizontal type, as indicated in the specifications. Please specify what other features are unclear.Question Four: On Lot 1, Item no 1, the PAPR. What size for the hood is required?Answer Four: The PAPR system requires a large, loose-fitting facepiece designed for comfort and a wide-angle view. The facepiece is adjustable to ensure proper airflow.Loose-fitting design is universally adjustable and does not require specific sizing.Question Five: What are the payment terms here?Answer Five: Please refer to Partial bids under the Particulars tab of e-sourcing: Payment terms (Within 30 days after receipt of the goods/services and on submission of payment documentation).Question Six: We would like to seek clarification regarding the tender specifications, as they appear to mention a specific manufacturer's specifications. However, bidders must offer 100% of the items specified for each lot and 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.Question Two: Can share the PDF of the technical specifications because you have shared only the Xcl Sheets. If it is available kindly share it?Answer Two: Both the PDF and Excel sheets are available in the Tender Document section. Please review the attachments thoroughly.
