The council require a consultant to develop an Economic Development Strategy and Action Plan for the next ten years.

This strategy needs to align and inform existing Council strategies and policies including:

• Council Vision and Priorities 2020-2023
• West Lancs Local Plan 2012-2027 and the emerging Local Plan
• Community Wealth Building Strategy
• Housing Strategy
• Ormskirk Town Centre Strategy
• Skelmersdale Town Centre Strategy
• Leisure Strategy 2015-2025
